Robert Eitel, P.E., D.F.E. is a graduate of The Johns Hopkins University having earned a Bachelor of Civil
Robert has been involved in design of civil engineering infrastructure and land planning in central Maryland since 1976. He is a registered
Professional Engineer in Maryland, Virginia, Washington D.C., Pennsylvania, Delaware, West Virginia, Ohio, New Jersey, Florida, and Massachusetts.
Robert has designed public works infrastructure for local, state and federal government agencies and for private clients such as hospitals,
schools, universities, end-users and developers. Types of facilities Mr. Eitel designed include new building and building renovation projects for public and private clients, public parks, hiker-biker
trails, public piers and boat-launching facilities, stream restoration/outfall improvements, roads, intersection improvements, highway safety improvements, storm drainage systems, stormwater
management facilities, water and sewer systems, wells, septic systems, grinder pump systems, retaining walls, and erosion/sediment control systems.
His duties include direction of the civil engineering, land planning, and land surveying groups and sub-consultants as required to deliver
completed civil engineering projects throughout the region. He is intimately familiar with local public works design standards, zoning ordinances and permitting procedures. He excels at
communicating with the client, governmental review and permitting agencies, and the general public. He possesses the ability to understand the goals and needs of his
Mr. Eitel has successfully completed engineering investigations and provided testimony as an expert in civil engineering, land use, and
zoning. He has appeared before numerous hearing officers, zoning boards, planning boards, settlement conferences, Circuit Court, State Tax Court, State Real Estate Commission and provided testimony
in deposition and trial.
iMr. Eitel is a board member at the West
Anne Arundel County Chamber of Commerce.
He founded Baltimore-Annapolis Kendo, a
non-profit martial arts dojo dedicated to teaching mutual respect, honor, and discipline.
Jeffrey Felker, P.E., P.L.S. is a graduate of the Pennsylvania State University (Penn State) with a Bachelor of Arts in Urban Planning and
Architecture a graduate of the Norwich University with a Master’s degree in Civil Engineering. Mr. Felker is a registered Professional Engineer and a Registered Professional Land
Mr. Felker oversees all operations of surveying. His duties as a Professional Surveyor include the preparation of ALTA/ACSM Land Title
Surveys, Boundary Surveys, Topographic Surveys, ADA-Compliance Surveys, As-built Surveys, Construction Stakeout, Subdivision Plans, Preliminary Plans, and Record Plats. Mr. Felker is responsible for
making boundary determinations and preparing Metes and Bounds descriptions for deeds.
In addition to surveying duties, Mr. Felker prepares Stormwater Management Plans, Sediment Control Plans, Grading Plans, Street Grade
Establishment Plans and Site Development Plans. Mr. Felker works as a liaison between the client and reviewing agencies to facilitate plan approval, construction, as-built plans, and project
Mr. Felker was appointed by Maryland Governor Larry Hogan to a five-year term on the Maryland
Sustainable Growth Commission.
